Depends on the synthesis, but in many cases you should neutralize it to the conjugate base, methylamine.

You just basify the solvent it is in to neutralize the lewis acid (HCl in this case) oftentimes you can just add a solution of (for instance) NaOh dropwise to pH....? 3 I'm guessing, I'll look it up, and the methylamine will separate and seperatory funnel it. I'm guessing, I'll look it up. I figured you could precipitate it, but realized it's a liquid ( gas dissolved in a liquid, but not soluble in NaOh

Looks to me like you neutralize it with NaOh and run it to a gas washer or some other suitable device to catch the methylamine gas in water.

There is a topic by G Patton, how to generate and dissolve methylamine base in alcohol. You then use the alcohol solution for your synthesis.

If you mean the reaction with phenylacetone. First, neutralize the methylamine with acid chloride, then heat until the water evaporates. Store in a closed container in the freezer until it is used for 6 months. The amount used in the reaction is to add one third of the weight of methylamine hydrochloride, anhydrous sodium hydroxide with methanol or ethanol to the reaction.

Well say so, in some reactions methylamine 40% is used. as in some countries this solution is allowed. and hence the question: if i have methylamine hydrochloride, do i need to do additional manipulations with it or can i dilute it with water at once? to get a solution. to prepare 4mms.

If it doesn't say " a 40% solution of methylamine HCL " then you need to neutralize it to methylamine.

Usually starting reagent that target compound is synthesized from have biggest molecular weight or is limiting/most expensive.
Use search engine or look similar threads below, here are too much different discussions about target compound i think.

For example, when using aluminum foil amalgamated with mercuric chloride as the reducer, one just adds the methylamine hydrochloride to the alcohol solution. Then about twice its weight of 50% sodium hydroxide solu- tion is mixed in to give free base plus some salt and a little excess sodium hydroxide. The presence of both salt and some excess sodium hydroxide in the reaction mixture is helpful to the process
