How do i make a 40% methylamine aqueous solution in 200ml of water?
Do i just simply drop the methylamine in some water or is there other things that i have to do as well?

No. What you have is methylamine salt, you need to convert it with strong base to get gaseous methylamine.

Take 80gr of salt calculate molar mass and add equal molar amount of NaOH add bit of water to start reaction and bubble the gas into 120ml of water
