A person could produce some from ephedrine for under $100. For the equipment it takes to start from a semi legalish chemical in the =< 1 kg range I suggest $1000 + running water and electricity. That's not fancy. If you nickel dimed it you could slide in at $500 but it would be clandestine and you would be cutting corners. That's my opinion only.
It does but even from different suppliers and different amounts. Like I said, I could have 5 friends go get a box of sinus pills and buy things to make everything else and produce 10 grams of fire for $100. If I needed 1kg, that's what I considered $1000 plus utilities but afterwards you would still have the equipment and the second kg might be $250 in materials. I didn't source materials I'm just estimating. A box of sinus pills might be 20×120mg, (2.4g)you could get 1.8g from it, and pay $10-20. You might find a kg of Eph for $1000. That's 1/10th the price. If you're scraping match strikers, in the end your going to find that breaking batteries cost less. Sulfuric acid is a lot cheaper than hydrochloric when you consider you can buy H²SO⁴ at 90%+ at the hardware but you have to order 37% hcl. In summary, homework is the largest part of the work.
