First, you are adding NaOH to extract the base if I understand correctly, yes? You are doing this after completing synthesis of amphetamine freebase? As long as you do not add too much hydroxide at once it should not matter how much you add. The remaining NaOH after extraction will separate from the amphetamine base.. (The amphetamine base has it's own PH, this is why you perform extractions, to make sure you separate the compound... nonetheless, let's continue..)
There is an exothermic reaction associated with the addition of concentrated NaOH, it is important to note this as it is dangerous if the solution is still hot - this fact does not matter much for amphetamine when talking about thermal decomposition, it is a pretty stable base, but it is a good thing to learn and watch out for - this same exothermic reaction occurs with concentrated acids. This is why this step for extraction of amphetamine freebase is supposed to be done with previously prepared NaOH solution, preferably cooled.
So you add the toluene to the amphetamine freebase and now.. what kind of amphetamine salt are you trying to obtain? Because if you were trying to salt out sulphate from toluene with sulfuric acid, then brother, that ain't gonna work that well.
