Caffeine solubility in Water

Can anyone tell the science behind the thing how to make caffeine more soluble in water so that it does not transform in this paste/cotton paste after mixed with water? For example if you mix 0.5g caffeine in 2ml of water, it takes in all the water and turns into a paste.

i know that you can mix it with strong dillute acid or e211 but thats not the best option.

Searching I found it is only soluble at 20g per Liter at room temp.
In boiling H2O it is a lot more soluble but as it cools the caffeine will precipitate

Well, at .5g in 2ml, that is close to 250g/L.
