Question Wich Layer to keep ? Amfetamine

after boiling for two hours With HCl, we have 2 layers
on top the black one and bottom the HCl layer

With one, we must keep ?

I think you have to keep the top layer, add naoh solution to it so freebase comes out
Then steam distill the freebase

But someone please correct me if I am wrong
