What is needed to find the tracking details from Poland to the UK?

I believe the sender can find tracking details only using the post code.

Can someone clarify. I ordered from a vendor over 2 weeks, coming up to 3 weeks now and no package from Poland. I feel like I've been scammed and am quite upset about this, I've ordered from Poland multiple times and have never had to wait for 3 weeks!
