In some places it recently got banned. In others it has been difficult to buy for decades. What're some alternative solutions?

Hello, it depends on a solvent application. In most cases, you can replace a solvent by other one with similar dipole moment and proton property (protic/aprotic solvent).

What are you using the solvent for? If it is for extractions and you want something not miscible with water, you can use toluene, xylene, benzyl benzoate, ethyl acetate, diethyl ether, etc... You can even distill hydrocarbons for gas/petrol. It will contain solvents such as pentane which isn't miscible with water. Don't go blowing yourself up now though.
If you want to run a reaction in dcm you can often use another solvent that will dissolve your compound but will not react with your reagents. Without knowing the reaction I am not going to list solvents because they could be wrong for your purposes.
